Position Description

Position Title: Director of Finance and Personnel

Reports to: Head of Staff

Status: Non-exempt

Schedule/Hours: Part-time (25 hrs/week)

Purpose of the Position:  To serve the mission and ministries of BPC by carrying out not-for-profit best practices and procedures in the financial arena and personnel administration, ensuring the ethical, legal and transparent handling of all church and preschool funds and employee practices, provide financial reporting, assistance, and support to the Finance Committee and the Session as they, along with BPC staff, manage the church budget and to assist the head of staff & Personnel Committee in overseeing the securing, management and development of the church staff.

Necessary Experience and Knowledge Base:

Primary Finance Responsibilities (85%):
  • Maintain general ledgers for all church accounts, performing all bookkeeping and accounting functions.
  • Perform basic invoice intake procedures, including verification of purchases, account allocation, obtaining approvals as required.
  • Oversee timely payment of invoices.
  • Monitor expenditures to ensure expenses remain within budgeted amounts.
  • Prepare month-end and annual financial reports, along with annual financial data for Presbytery report.
  • Assist Finance and Session in the development of the annual budget.
  • Ensure computer-based financial data is backed up regularly.
  • Prepare payroll, including filing of federal/state tax deposits and reports.
  • Set up necessary deductions from staff payroll checks.
  • Process staff expense reports.
  • Set up online giving tiles.
  • Input all online giving into CCB.
  • Oversee volunteers in proper handling and processing of Sunday and special collections, and deposits.
  • Oversee volunteers input of contributions into CCB.
  • Produce quarterly and end of year giving statements.
  • Update annual Board of Pensions clergy status reports.
  • Reconcile all church accounts on a monthly basis.
  • Manage cash flow between accounts to ensure maximum earned income.
  • Train and monitor all staff on WPC financial processes and procedures.
  • Coordinate with volunteers to acknowledge bequests and memorials and maintain a permanent record of such gifts
  • Perform year-end tax duties including preparation of W-2s, 1099 tax forms, government filings, and church annual reports.
  • Process stock contributions and transactions as prescribed by the Finance Committee.
  • Pay all property taxes.
  • Work on the workers compensation annual audits (church and preschool).
  • Develop and implement a system of internal controls to maintain compliance with all church and non-profit regulation.
  • Produce reports for committees when requested.
  • Perform additional financial projects and reporting as may be requested.
  • Maintain or attain tax exempt status of all WPC properties.
  • Manage staff enrollment in benefits (health insurance, disability).
  • Work with Finance Committee and outside CPA’s as needed for reviews and audits. 
  • Every two years between November and April or when there is a change in corporate officers files the SI-100 with the CA Secretary of State showing any changes in the Corporate Officers and Agent of Service for WPC.
  • Work with Finance Committee to oversee all the work of the Endowment Sub-Committee and to make sure that all endowment funds & unused BPC funds are invested as wisely as possible.

Primary Personnel Responsibilities (15%):

  • In collaboration with the Personnel Committee and Head of Staff. implement and coordinate policies, practices and programs encompassing all aspects of human resource management.
  • Maintain Employee Handbook and all employment and benefit records.
  • Responsible for the maintenance and back-up of all personnel records.
  • Function as the church’s HR Specialist (Learn and keep updated on all church and denominational personnel policies, Board of Pension rules/options and requirements, church and employee compliance issues as well as state and federal rules and regulations).
  • Advise staff on their opportunities/responsibilities for Board of Pension, medical insurance, investment options, etc.
  • Create offer letters, secure all paperwork and oversee onboarding process for new staff.
  • Support the Head of Staff/Personnel Committee in staff recognition activities.
  • Maintain spreadsheet of employee hours, vacation, sick time and study leave.  Develop a system for recording this data on a regular basis.
  • Schedule & ensure staff participates in all required and important church, insurance or sate related trainings. 
Ancillary Responsibilities:
  • Attend monthly Finance Committee meeting and occasional Personnel Committee Meetings.
  • Attend weekly staff meetings, retreats and annual Leadership Retreat.
  • Consult with Preschool as needed
  • Perform any other duties as assigned by the Head of Staff.
Accountability:

The Director of Finances & Personnel reports to the Pastor/Head of Staff and is accountable to the Session through the Personnel Committee. Performance review annually.

This is a 25 hours/week non-exempt position.
